Odesa is the city which has the longest history of HIV epidemic in Ukraine. Currently 20 000 PWID are estimated to live in Odesa with 30,2% of them being HIV-positive. The number of FSW in Odesa is estimated as 5 000 persons with HIV prevalence 10,30%. The number of MSM in Odesa is estimated as 9 600 persons with HIV prevalence 7,6%. Both incidence of TB (111,2 per 100 000) and tuberculosis-related mortality (11,1 per 100 000) according to local statistics are reported to be quite high in Odesa.
There is a city program ‘Health’ for 2015-17 approved of by the Odesa city council.
Odesa city coordinating council of prevention of spread of HIV/AIDS, TB and Drug Use has been established since 2011 and is headed by the Deputy Mayor on Humanitarian Issues. Its membership includes local government representatives, AIDS authorities and other medical staff, police, NGOs. 55% of PWID. 40% of CSW and 8,5% of MSM were reached by the Global Fund program in 2014. In Odesa a high percentage of TB treatment interruption cases (both newly diagnosed and MR-TB) occurs on the background of high incidence rates and prevalence of all TB forms.

Youth development center from Odesa works with PWID, SW, partners of PWID, prisoners/ex-prisoners, PLWHA, and youth. It provides comprehensive package of services related to HIV/TB/HepB,C/STI. This is one of the major organizations working in Odesa. It has very good relations with CCM and municipality. They have influence on the decision making process in Odesa.
It is a member of Odesa City Coordination Council. The Head of this organization is acting as a Secretary of Odesa Oblast Coordination Council.
