Seminar on sustainable financing conducted in Tbilisi

On December 5th-6th the seminar on sustainable financing was conducted in Tbilisi by AFEW International. It gathered 12 participants from Municipality, NGOs, key populations, etc. The training had 4 objectives: 1) reflect on the status quo in the city of mechanism of municipality and other funding, 2) ensure sustainable allocations of municipal funding for key population programs on healthcare through making social contracting possible for NGO/CBO service providers, 3) ensure sustainable allocations of national funding for key population programs on healthcare through making social contracting possible for NGO/CBO, 4) develop strategies and models of income generating activities. The seminar aimed to describe the state and municipal budget development cycles, current practice of social contracting between governments and NGOs in context of transition process towards domestic financing, discussing gaps and challenges and develop advocacy strategies on how further legislative environment should be refined to make it easy for state bodies to contract NGOs and vice versa.
